
From 1 September 2025, the Ministry of Manpower (MOM) will require all migrant domestic workers (MDWs) working in households with at least one child under seven years old who is not fully vaccinated against measles to have documented immunity to measles.
This means that when applying for or renewing a work permit, employers must declare that either:
- The MDW is already immune to measles (through vaccination or past infection),
- All children under seven in the household are fully vaccinated against measles, or
- A vaccination appointment for the MDW has been scheduled.
Immunity is usually confirmed by vaccination with the MMR vaccine (measles, mumps, rubella) in two doses, given at least 28 days apart, or by a blood test showing past infection. Employers are responsible for the cost of testing or vaccination.

Measles is a highly contagious disease that can spread easily through coughing and sneezing. It can cause serious complications in young children, including pneumonia, brain inflammation, and even death. While Singapore has high childhood vaccination rates, unvaccinated individuals remain at risk, especially in homes with young children who have not completed their vaccinations. This new rule helps strengthen community immunity and protect vulnerable members of the household.
